History of Electric Power Administration in Myanmar

During the era of Myanmar’s pre-independence, national leaders of the country reviewed that expanding and modernization of the agriculture sector, home-based industrial businesses and the use of domestic natural resources for ordinary industrial businesses are important when making plans for the country. So to ensure economic development, electricity shall be sufficient across the country. Therefore, by realizing hydropower consumes the least expense in Myanmar, the leaders then made the decision to quickly implement hydropower projects and included such a decision in the 2-year Project for the Economic Development of the Union of Myanmar (Sorrento Villa Project) initiated in June 1947.

Immediately after gaining independence, Myanmar established the Electricity Supply Board (ESB) under the Ministry of Industry on 1-10-1951 in accordance with the 1948 Electricity Act. But on 16-3-1972, the aforementioned ESB was reformed as the Electric Power Corporation (EPC). Again beginning from 1-4-1975, as the Ministry of Industry was reformed as No. (1) Ministry of Industry and No. (2) Ministry of Industry, EPC was formed under the latter.

Later on, the Ministry of Energy expanded as the Ministry of Electricity Energy on 15-11-1997. Under this ministry, three departments which included the Department of Electrical Power, Myanmar Electric Power Enterprise and Department of Hydropower respectively. On 15-6-2006, the Ministry of Electricity Energy reformed the ministry into No. (1) Ministry of Electric Power and No. (2) Ministry of Electric Power. After 6 years, the ministries were combined as one on 5-9-2012 with three departments, 2 Enterprises, and 2 Corporations accordingly.

Again beginning from 1-4-1975, as the Ministry of Industry was reformed as No. (1) Ministry of Industry and No. (2) Ministry of Industry, EPC was formed under the latter.

On 12-4-1985, No. (2) Ministry of Industry expanded the Ministry of Energy. The Electricity Corporation was incorporated under the Ministry of Energy.

On 1-4-1989, the Electricity Corporation was reorganised as Myanma Electric Power Enterprise (MEPE).

Later on, the Ministry of Energy expanded as the Ministry of Electricity Energy on 15-11-1997. Under this ministry, three departments which included the Department of Electrical Power, Myanmar Electric Power Enterprise and Department of Hydropower respectively.

On 15-5-2006, the Ministry of Electricity Energy reformed the ministry into No. (1) Ministry of Electric Power and No. (2) Ministry of Electric Power. After 6 years, the ministries were combined as one on 5-9-2012 with three departments, 2 Enterprises, and 2 Corporations accordingly.

History of Energy Administration in Myanmar

During the period of colonization and since achieving independence until 31-12-1962, BOC Company was in charge of all enterprises on oil production, refining and distribution in Myanmar. On 1-1-1963, the government of Myanmar transferred these enterprises to the Ministry of Mining under the name of People’s Oil Enterprise (POE). Later on, the government renamed POE as Myanmar Oil Corporation (MOC) by the Ministry of Mining’s Announcement (1/70) issued on 28-2-1970. Eventually, Myanmar’s Oil Corporation was entitled for finding, drilling, producing, refining and distribution of Petroleum products. But based on the agreement achieved on 26th Meeting of the Council of State held on 28-2-1975, factories which perform oil refining and enterprises on the distribution of Petroleum products were transferred under the No. (2) Ministry of Industry on 1-4-1975. The ministry then issued an Announcement (10/77) and letter no. 87 wa pa 77 (4), dated 29-7-1977, and transferred Myanmar Oil Corporation to No. (2) Ministry of Industry on 1-8-1977 with the following organizations and functions:-

(a) Myanmar Oil Corporation
(b) Petrochemical Industries Corporation
(c) Petroleum Product Supply Corporation

On 12-4-1985, the Socialist Republic of the Union Myanmar, Council of State issued Announcement (41/58) and Announcement (5/85) dated 12-4-1985 of the Cabinet and reformed the Ministry of Energy with the following entities:-

(a) Minister Office (New)
(b) Energy Planning Department (New)
(c) Myanmar Oil Corporation
(d) Petrochemical Industries Corporation
(e) Petroleum Products Supply Corporation
(f) Electric Power Corporation

On 31-3-1989, the cabinet of the Republic of the Union of Myanmar issued an order No. (2/89) which directs the change in the names of state-owned economic organizations, and therefore, 4 corporations which function under the Ministry of energy were renamed as follows:-
(a) Minister Office
(b) Energy Administration Department
(c) Myanmar Oil and Gas Enterprise
(d) Myanmar Petrochemical Enterprise
(e) Myanmar Petroleum Product Enterprise
(f) Myanmar Electric Power Enterprise

According to the cabinet of Myanmar’s correspondence No. 40/97 A Pha Ya 97(3) dated 16-11-1997, Myanmar Electricity Enterprise was reformed as the Ministry of Electrical Power, the Ministry of Energy was reformed by the following organisations-
(a) Minister Office
(b) Energy Administration Department
(c) Myanmar Oil and Gas Enterprise
(d) Myanmar Petrochemical Enterprise
(e) Myanmar Petroleum Product Enterprise

Ministry of Energy and Electricity

On 1-4-2016, the Ministry of Electrical Power and Ministry of Energy were combined as one into the Ministry of Electricity and Energy, composed of 4 departments, 5 enterprises and 2 corporations.

On 5-6-2021, the National Unity Government of the Republic of the Union of Myanmar formed the Ministry of Electricity and Energy accordingly.
